140 - <br /> Attachment 3-C <br /> C-l . The existing Lori 1 ny Atlas reflects 103 acres , the <br /> existing tax map reflects 108 . 4 acres , the property <br /> apparently is 110 . 1 acres according to survey prepared for <br /> Meadowlands Associates Master Planning Review. The <br /> amendment corrects the zoning deficiency by recognizing the <br /> correct number of acres in the Meadowlands <br /> Industrial/Research project. <br /> C-2 . The Meadowlands property is within the industrial <br /> corridor designated by the Orange County Planning Department <br /> in its growth studies completed in 1983 . The planning <br /> documents and the completion of 1-40 are general and <br /> specific influences which support the zoning request . <br /> Furthermore , The Meadowlands Associates in February 1986 <br /> employed the services of RS&H of North Carolina to conduct a <br /> land use evaluation for the specific site. In May , 1986 a <br /> charette on the Meadowlands property was conducted for two <br /> days involving soil specialist , engineers , county and <br /> regional planners , NCDOT engineers , NCDOC <br /> industrial/economic developers , utility providers , fire <br /> department representataives and elected officials to <br /> develope a master land use plan for the site. This change <br /> of zoning request reflects the conclusions of the 1986 <br /> studies and charette. <br /> C-3 . The adopted land use plan and the zoning alignment are <br /> in complete accord. The plan list the Meadowlands property <br /> as transitional to commercial /industrial . <br /> C-4 . Essentially the elements supporting the change have <br /> not changed since the initial re-zoning request of July <br /> 1985 . The applicant requested that the documentation <br /> supporting the 1985 decision be continued as support <br /> documents for this re-alignment of the zoning and potential <br /> road boundaries . <br /> The re-alignment is necessary due to recommendations <br /> concluded via the slope and soil analysis and a decision to <br /> concur with the Orange County Planning Department Spring <br /> 1985 study for the present farm pond to serve as the focal <br /> point for the site. <br /> New documentation between the Orange County, Town of <br /> Hillsborough, and RS&H of North Carolina are attached which <br /> specify the quality of the internal utility system and soil <br /> and erosion plan for the site . <br />
