085 <br /> The Environmental Affairs Board presented a report to the Orange <br /> County Board of Commissioners in May, 1987 outlining certain areas of <br /> concern and requested action in this report. Some of these request have <br /> been accomplished at this point while others remain as a request. <br /> HAZARDOUS MATERIAL <br /> 1. The EAB recommends that the County Commissioners promptly esta- <br /> blish a Local Emergency Planning Committee (LEPC) as required by <br /> Title III of the federal Superfund Amendments and Reauthoriza- <br /> tion Act of 1986. This Committee shall be responsible for col- <br /> lecting information on hazardous materials used in the County <br /> and for preparing an emergency management plan for the County. <br /> The EAB recommends that the County and city fire departments <br /> report to the LEPC on the types, quantities and locations of <br /> hazardous materials contained in buildings in the County. <br /> * The Local Emergency Planning Committee has been appointed. <br /> 2. The County Planning Department should be directed to identify <br /> areas of the County that are particular sensitive to unplanned <br /> disposal of hazardous material. <br /> 3 . The Orange County Health Department should be directed to deve- <br /> lop public education programs regarding: <br /> a. the existence and functions of the County Emergency Response <br /> Team, <br /> b. requirements of the Right to Know law regarding hazardous <br /> materials, <br /> c. identification and disposal of farm and hazardous wastes. <br /> NATURAL RESOURCES <br /> 1. The County should appropriate funds for a comprehensive, survey <br /> of natural resources in the County according to the guidelines <br /> of the North Carolina Natural Heritage program. The EAB should <br /> have an advisory role in defining the scope and maintaining <br /> oversight of the project. <br /> * Orange County has appropriated in the 1987-1988 budget $7, 000 to <br /> assist in the natural resources and three members of the Envi- <br /> ronmental Affairs Board are attending the steering committee for <br /> the project. This recommendation has been accomplished. <br />
