�+ EDC Preliminary Study — Page 2 <br /> 067 <br /> requests that the County Commissioners: 1 ) accept and approve that <br /> an overall and comprehensive economic development plan for Orange <br /> County is needed; and 2) appropriate $5000.00 to the Economic <br /> Development Commission to conduct a preliminary study to develop a <br /> set of guidelines and recommendations to be used by the Commission in <br /> its initiation of a major comprehensive study. The expected outcome <br /> of this future major study would be a proposed economic development <br /> plan for Orange County which would be offered to the County Commis- <br /> sioners for acceptance. <br /> Specifically, the $5,000.00 would be used to provide answers to <br /> the following questions. <br /> 1 . Specify explicit operational definitions of "economic <br /> development" which would be appropriate for Orange <br /> County. (The preliminary study should provide suggested <br /> definitions. The EDC will then consider these suggestions <br /> and agree on an acceptable operational definition for <br /> "economic development" in Orange County.] <br /> 2. Is the vision of an overall and comprehensive economic <br /> development plan for the county and its encompassed <br /> municipalities feasible? If so, how can such an <br /> economic development plan be structured so as to make it <br /> not only consistent with the Orange County Land Use Plan <br /> and the relevant municipal plans, but also to have equal <br /> status with those existing and future plans? <br />
