057 <br /> III . PRODUCTS <br /> We will produce a written report addressing the four <br /> questions in the Board of Commissioners resolution. The <br /> report will include a bibliography of reference materials. <br /> We will also make an oral presentation to the EDC <br /> and/or the project steering committee when the study is <br /> complete. <br /> In addition, midway through the project we will draft a <br /> discussion paper on alternative definitions of economic <br /> development. If EDC members so desire, we will participate <br /> in a discussion of alternative definitions. <br /> IV. REWIRED INPUT FROM COUNTY OFFICIALS AND STAFF <br /> We request the following from the EDC director: <br /> -- periodic discussions as questions arise during the <br /> course of the research; <br /> -- assistance in scheduling the roundtable discussion, <br /> if EDC members feel such a discussion would be fruitful; <br /> -- review and comment on a draft of the report before <br /> it is finalized; <br /> -- photocopying of the final report (consultant will <br /> provide two copies. ) <br /> V. WORK PLAN AND STAFFING <br /> The primary consultant will be Sarah Rubin, who has ten <br /> years experience in research and planning related to <br /> economic development and employment. (See attached resume. ) <br /> She will be responsible for the planning, management, and <br /> completion of all work. Ms. Rubin has lived in Orange <br /> County for six years. She will hire an assistanct, subject <br /> to approval by Sylvia Price. <br /> The work will occur between October 1 , 1987 and January <br /> 14, 1988, and will proceed as follows: <br /> 1 . Definition of Economic Development <br /> ** Library research <br /> ** Draft discussion paper on alternative definitions <br /> ** Roundtable discussion (optional ) <br />
