055 <br /> QUESTION 3: SEEK FORMULAS OR MODELS TO INTRODUCE <br /> ECONOMIC DEVELOPMENT CONCERNS INTO THE LAND USE <br /> PLANNING PROCESS <br /> 3a. Relationship between population growth and need <br /> and _private services.- <br /> The tremendous growth in residential development which <br /> is already occuring and is expected to accelerate in Orange <br /> County will clearly increase the need for public services. <br /> The need for expansion of various services will depend on <br /> factors such as household size and residential density. <br /> After reviewing research in this area, we will propose <br /> formulas to predict the change in demand for schools, pubic <br /> safety, parks and recreation, transportation, water and <br /> sewer, and other government services. <br /> The demand for private sector services is harder to <br /> project because the county 's economy is not self-contained. <br /> New households may require a predictable volume of certain <br /> public services, but their private sector-related activities <br /> (shopping, entertainment, health care, and others) will not <br /> necessarily occur within the county. Thus a model developed <br /> for a region or metro area would yield inaccurate results if <br /> applied to Orange County. The most useful kind of model <br /> would be one that could predict a range of demand based on <br /> different assumptions about consumers - behavior. We will <br /> survey the relevant research for formulas or models <br /> applicable to Orange County s situation. We will also take <br /> into account objectives ( identified in the Definition <br /> section) that call for increased retail sales and services <br /> in the county. <br /> 3b. Economic development acres as a function of <br /> residential acres <br /> The amount of land that the county should set aside for <br /> economic development depends largely on the county 's overall <br /> goals and priorities: the sort of residential environment <br /> the county wishes to maintain; the degree to which business <br /> development is needed to strengthen the tax base; and the <br /> perceived importance of creating employment opportunities <br /> close to home for county residents. These considerations <br /> will determine the enthusiasm with which the county <br /> encourages new service and retail businesses to meet the <br /> growing consumer demand. The same considerations will <br /> determine the county s receptivity to new "base employment, " <br /> including manufacturing, wholesale trade, and services to <br /> businesses i .e. any establishments not supported <br /> primarily by the demand from local households. The latter <br /> create jobs and contribute to the tax base but are not <br /> primarily a function of residential growth. <br />
