More <br /> detailed specification of these scenarios and their <br /> implications will undoubtedly occur when the county begins <br /> developing a full-blown economic development plan. <br /> QUESTION 2: EXAMINE THE FEASIBILITY AND STRUCTURE OF A <br /> COMPREHENSIVE ECONOMIC DEVELOPMENT PLAN FOR ORANGE <br /> COUNTY <br /> Because local economies are so interconnected, <br /> comprehensive economic development planning is more feasible <br /> for counties than for individual towns, more feasible for <br /> regions than for individual counties. Therefore, if Orange <br /> County seeks to develop a comprehensive plan it makes sense <br /> to do so as a joint effort between the county and its <br /> municipalities. Whether the county and its four towns can <br /> agree on a joint plan is a policital question beyond the <br /> scope of this study. The study can, however, offer models <br /> for how to structure a joint plan, based on the numerous <br /> examples of regional and county-wide plans from around the <br /> country. <br /> We will use library sources and national organizations <br /> (as necessary) to identify examples of economic development <br /> plans prepared for other local governments and regions, <br /> looking especially for situations that resemble Orange <br /> County ' s in terms of the economic climate or the array of <br /> political jurisdictions. <br /> We will comment on the plans ' scope, main features, and <br /> a.p._Pl icalb_i 1_i_ty__to,..,Orange County. Where possible, we will <br /> provide information on the process by which the plan was <br /> developed, including: <br /> -- Who developed the plan? A planning department <br /> or other agency? Were consultants involved= <br /> -- How was consensus reached? Does the plan have <br /> legal status? <br /> -- How were other local jurisdictions involved in <br /> the planning process, and how are they included in the <br /> plan? <br /> -- How long did it take to develop the plan? <br /> -- For how long has in been operational? What <br /> effect has it had? <br />
