The <br /> attached contract specifies the terms and conditions, <br /> performance schedule and financial obligations for the <br /> services provided. The proposal from Sarah Rubin, which will <br /> become a part of the contract, specifies the work which will <br /> be undertaken by the consultant. <br /> BACKGROUND: The EDC in 1987 developed a proposal for a preliminary study, <br /> which would help to develop a more explicit, operational <br /> definition of "economic development" (ED), the structure of an <br /> eventual ED plan, and to identify models, policy guidelines/ <br /> methods, and data required to make an ED plan realistic, <br /> effective and operational. The results of the study will be <br /> available as an input into the on-going work of the Planning <br /> Board and staff to update the Land Use Plan, and to prepare an <br /> enhanced comprehensive plan, which would have economic <br /> development as one of its elements. <br /> The proposed preliminary study was submitted to the BOCC, and <br /> at its meeting on May 4, 1987, the Commissioners approved: 1) <br /> in concept the development of a comprehensive ED plan for <br /> Orange County; and 2) the preliminary study with funding of <br /> $5,000. <br /> Following approval and funding by the BOCC, the EDC sought <br /> proposals from four consultancy groups, and received <br /> proposals from two of them. Both were subsequently <br /> interviewed, and a decision was made to recommend that Sarah <br /> Rubin be contracted to carry out the study, subject to <br /> clarifications in her proposal. The amended proposal, dated <br /> September 2, 1987, incorporates the clarifications desired <br /> by the EDC. <br /> RECOMMENDATION(S): <br /> Approve the contract with Sarah Rubin and authorize Chair to sign. <br />
