•i <br /> 111, DR f <br /> 038 COOPERATIVE AGREEMENT Agreement No. A-4532-41 <br /> between the O eft 6 E <br /> SOIL AND WATER CONSERVATION DISTRICT <br /> and the <br /> SOIL CONSERVATION SERVICE <br /> UNITED STATES DEPARTMENT OF AGRICULTURE <br /> This agreement is entered into this day of , 19 , by <br /> and between the Fishing Creek Soil and Water Conservation District (District) , <br /> and the United States of America, acting by and through the Soil Conservation <br /> Service, United States Department of Agriculture (Service) , to provide federal <br /> financial assistance to the District. <br /> I. Authority <br /> Food Security Act of 1985, 16 U.S.C. § 3801 et. seq. , and the Soil <br /> Conservation and Domestic Allotment Act, as amended, 16 U.S.C. § 590 <br /> a-f. This is a cooperative agreement as defined in the Federal Grant <br /> and Cooperative Agreement Act, 31 U.S.C. § 6301 et. seq. , and Office of <br /> Management and Budget Circular A-102. <br /> II. Purposes and Objectives <br /> Under the provisions of Title XII of the Food Security Act of 1985, the <br /> Service is assigned responsibility to make determinations relating to` <br /> identification of highly erodible lands and wetlands and to assist <br /> owners and operators with the development and implementation of <br /> conservation plans and systems. The District is a subdivision of state <br /> government empowered under state law to establish and administer a <br /> program of soil and water conservation. Under Title XII of the Food <br /> Security Act, conservation districts are assigned responsibility for <br /> approving conservation plans and systems. This agreement is intended <br /> to further the implementation of the Food Security Act. <br /> This agreement will (1) assist the District in gathering facts and in <br /> preparing documentation to form the basis for determinations of highly <br /> erodible land, wetlands, converted wetlands and minimal effects of <br /> wetland conversion and (2) assist the District in providing assistance <br /> to landowners and landusers in the development and implementation of <br /> conservation plans and systems. This assistance will more rapidly <br /> implement the conservation provisions of the Food Security Act of 1985. <br /> III.)e-The District Agrees to do the Following: <br /> A.
