QUESTION 2: EXAMINE THE FEASIBILITY AND STRUCTURE OF A COMPREHENSIVE ECONOMIC DEVELOPMENT PLAN FOR ORANGE COUNTY Because local economies are so interconnected, comprehensive economic development planning is more feasible for counties than for individual towns, more feasible for regions than for individual counties. Therefore, if Orange County seeks to develop a comprehensive plan it makes sense to do so as a joint effort between the county and its municipalities. Whether the county and its four towns can agree on a joint plan is a policital question beyond the scope of this study. The study can, however, offer models for how to structure a joint plan, based on the numerous examples of regional and county-wide plans from around the country. We will use library sources and national organizations as necessary) to identify examples of economic development plans prepared for other local governments and regions, looking especially for- situations that resemble Orange County 's in terms of the economic climate or the array of political jurisdictions. We will comment on the plans - scope, main . teatures, and applicability to ,Orange County. Where possible, we will provide information on the process by which the plan was developed, including: -- Who developed the plan? A planning department or other agency? Were consultants involved? -- How was consensus reached? Does the plan have legal status? -- How were other local jurisdictions involved in the planning process, and how are they included in the plan? -- How long did it take to develop the plan? -- For how long has in been operational ? What effect has it had?
