II <br /> Hopefully, by simplifying the basic house core in this <br /> manner , the cost savings can be used to individualize the <br /> 11 dwellings by specific optional additions. A futui-e homeowner can <br /> choose amongst a porch , a patio , some variation in window <br /> treatment or a higher ceiling in some rooms. In addition, the <br /> 11 number of bedrooms and bathrooms may differ lea <br /> gling to a <br /> ec <br /> variation to the rectangular plan, though preferably the <br /> variation remains on the modular grid . <br /> II <br /> The wall units and other prefabricated elements such as the <br /> roof trusses and cabinets will be made and stored in a large <br /> roofed in space, which will serve as a Community Center for the <br /> subdivision. (See Attachment __) This structure will become the <br /> focus for Habitat ' s work in that persons not only will be taught <br /> II how to build the modules but will be able to see what Habitat is <br /> doing and actively participate in the design decisions for the <br /> future community. <br /> IIUpon completion of the house, the owner receives a zero ( 0) <br /> percent loan amortized over a 15-25 year period . The term is <br /> adjusted_ in an effort to maintain principal , tax and insurance <br /> II payments at no more than 25 percent of the owner ' s income. <br /> Additionally, the selected homebuyer must have on hand $600 at <br /> the time they move into the house which serves as a down payment . <br /> I The purchase price is determined by the cost of materials , labor <br /> and site development . Typical Orange County Habitat homes are <br /> 1000 SF in size and are sold for $30-40,000, although . appraisal <br /> values are considerably higher . Habitat and the homebuyer also <br /> execute a "first right of refusal " agreement , which requires the <br /> homeowner to first offer the house to Habitat prior to selling <br /> the unit . <br /> IIAs mentioned previously, Habitat has acquired an 73 acre <br /> tract of land in Orange County and have begun development of a <br /> II subdivision of 35 single family homes of approximately 1 ,000 <br /> square feet in size. Presently, funds are being raised to begin <br /> Phase Two of the development which will include construction of <br /> four houses, however , while intensive volunteer labor support <br /> has been received , the funding commitments for materials and <br /> supervisory labor have been dilatory. (See Attachment __) <br /> I/ The County of Orange recognizes the critical shortage of <br /> affordable housing for low and moderate income families and <br /> therefore have been active in upgrading living and housing <br /> 11 conditions of low and moderate income families in Orange County . <br /> The County has received HUD multi-year funding and FY83 funds <br /> from the NC Small Cities Community Development (CDBG ) Programs. <br /> II These funds have been used to upgrade public facilities and <br /> housing deficiencies in the northern and southern portions of <br /> the County where there are concentrations of low and moderate <br /> income and minority families. Historically, the County has <br /> 1 relied <br /> go on private sector housing providers to construct <br /> government assisted housing for low and moderate income <br /> residents. Although a large number of housing units are under <br /> 11 construction or have recently been completed in Orange County, <br /> most rental units are in the $400--600 per month range with owner <br /> occupied units averaging $85,000-40,000 per unit . Thus, clearly <br /> these housing opportunities are not available to low and moderate <br /> IIincome families. <br />
