1 COMMUNITY DEVELOPMENT PLAN <br /> . <br /> 1. Name of Applicant: County of Orange <br /> 1 <br />' 2. Narrative: <br /> A. What are the housing needs in your jurisdiction? <br />' A review of the 1980 Census reveals that Orange County has <br /> definite husing needs. Of the total number of occupied housing <br /> units in the County, 5.23 percent lack complete plumbing for <br /> - exclusive use of occupants, compared to only 4. 1 percent of the <br /> State of North Carolina. As a measure of overcrowding , Census <br /> data reveal that 5 percent of occupied housing units in the <br />' County have 1 .01 or more persons per room, compared to 4.5 for <br /> the State. <br /> Information derived from a recent local housing survey <br />' conducted by the Orange County Housing and Community Development <br /> Department confirms the severity of housing needs in the County . <br /> Out of a• total of 12,313 occupied dwelling units in the County ' s <br />' planning jurisdiction, 1 ,209 (9.82%) were determined to be <br /> substandard . Units were considered substandard if a visual <br /> inspection revealed non-compliance with HUD Model Property <br /> Rehabilitation Standards. <br /> B. <br /> What are housing needs of low and moderate income persons <br /> in your jurisdiction. <br /> Census information and local housing surveys indicate that <br /> obtaining affordable housing in Orange County is a serious <br />' problem. According to a recent Triangle J Council of Governments <br /> report (Oct . 1986) , Statistically, the average sales price for a <br /> new home in the Raleigh-Durham MSA is $98, 100 while for existing <br /> homes the price is an average of $91 ,000. Approximately 64. 7 <br /> percent of families living in this area cannot afford to purchase <br /> new housing and 59.8 percent cannot afford existing houses. In <br /> Orange County the 1986 average sales price of a new, <br /> conventionally built , single family house is $85,800. Although <br /> during the period from 1980 to 1986 income has risen by 30 <br /> percent , housing costs have doubled during the same period . The <br /> median family income for Orange County in 1987 is an estimated <br /> $29,600 based on a family of four . In 1980, the median income <br /> was $19,305.
