Use of CDBG Funds <br /> CDBG funds will be used to provide material and labor <br /> subsidies to meet the funding requirement of self help <br /> II construction of four (4 ) Habitat houses. The following is a <br /> breakdown of proposed improvements needed to secure Phase II : <br /> 11 Water Improvements $ 3,200 <br /> Sewer Improvements 8,000 <br /> II Clearance (Site Preparation) 8,000 <br /> Material Subsidies 122,800 <br /> Labor Subsidies 8,000 <br /> IITOTAL $ 150,000 <br /> All architectural , planning , and engineering services are <br /> II provided as a in-kind service to Habitat by a volunteer who is <br /> an active Habitat participant . (See Attachment ___) CDBG funds <br /> are being requested primarily for material subsidies because <br /> although Habitat has a strong volunteer labor support group , <br /> I corresponding financial commitments have lagged behind , causing <br /> many idle volunteers. Fortunately, Habitat has many experienced <br /> and qualified persons volunteering professional services which <br /> II has decreased the amount of funds necessary to acquire paid <br /> professional services. Therefore, to fill the gap between the <br /> number of volunteers and the amount of financial contributions, <br /> 11 CDBG funds are especially needed . <br /> In addition to the $62,360 development costs, the County is <br /> requesting $18,000 of CDBG funds to administer the proposed <br /> II project . The County has agreed to assist InterFaith Council with <br /> all Title I requirements including environmental , equal <br /> opportunity, Section 3, Davis-Bacon, and Fair Housing . The <br /> rCounty will use existing Housing and Community Development staff <br /> to accomplish these administrative activities. <br /> IIG. Low and Moderate Income Benefit <br /> 1 . Households in #2 that are low and moderate income 4 <br /> IMETHODOLOGY FOR BENEFIT CLAIMS <br /> II As memtioned previously, Habitat ' s Family Screening Committee <br /> will screen applicants for income eligibility. Habitat policies <br /> indicate that the purpose of the Habitat program is to assist <br /> families who would otherwise not be able to afford a home.
