I 4 <br /> In recognition of the issue of providing affordable housing <br /> the Orange County Board of Commissioners appointed the Low and <br /> Moderate Income Housing Task Force in August 1986 to formulate a <br /> comprehensive housing policy for Orange County which would <br /> enable all residents to live in decent , safe and affordable <br /> housing . The report of this Task Force (released September 1987) <br /> assesses the housing conditions in the County and presents a <br /> program of recommended actions to address the housing needs of <br /> low and moderate income residents. The County was recently <br /> approached by the Orange County Habitat and the InterFaith <br /> Council for assistance in developing the above mentioned 72 acre <br /> subdivision. Specifically, Habitat requested assistance with <br /> material and labor costs necessary to construct four (4) lots in <br /> Phase Ii of its subdivision. Material and labor subsidies in the <br /> amount of $150, 000 (4 houses a $37,500) to purchase materals, <br /> pay the labor cost of the Construction Superintendent , prepare <br /> the site for development and install a water/septic system on <br /> each lot . (See Attachment , Cost Estimates) Habitat presently <br /> has approximately 366 volunteers (See Attachment ___) , but lacks <br /> the funding commitments necessary to complete Phase II <br /> development . In an effort to promote Habitat ' s self help approach <br />' to housing and to assist in development of Chestnut Oaks, the <br /> County is requesting $165,000 ($150,000 for material /labor <br /> subsidies; $18,000 for administration) from the housing <br /> demonstration component of the NC Small Cities Community <br /> Development Block Grant Program. Should these funds be made <br /> available to Orange County, the County proposes to provide <br /> $22, 140.00 of Town funds for Phase I of road construction in the <br /> subdivision. (See Attachment ___) <br /> Since federal and state regulations pertaining to the use <br /> of CDBG funds presently prohibit the Town of Wake Forest from <br /> using CDBG funds to directly or indirectly construct new housing , <br /> Orange County has received the assistance of the InterFaith <br /> Council for Social Service to facilitate development of the <br /> Habitat project . Interfaith , which is an Orange County private, <br /> non-profit organization, (See Attachment _) , expressed an <br /> interest in the Housing Demonstration Program from the outset <br /> and has a close working relationship with Habitat for Humanity. <br /> InterFaith has extensive experience in a number of social <br /> service areas including housing , nutrition, provision of shelter <br /> and meals for the homeless population, weatherization, and <br /> provision of services to the elderly, poor and disadvantaged . <br /> The InterFaith Council has a support staff and numerous <br /> volunteers and have agreed to receive funds from Orange County <br /> to provide material/labor subsidies and street improvements. <br /> ( See Attachment Letter of Commitment - InterFaith ) As a <br /> third party contractor/sub-recipient , InterFaith will oversee <br /> the design, building and construction of the proposed activities. <br /> As part of this arrangement , Orange County will assist with <br /> compliance requirements associated with Title I of the Housing <br /> and Community Development Act of 1974 and OMB Circular A-87, <br />' A-102, and A-112 including Davis-Bacon, Equal Opportunity, <br /> Section 3, Fair Housing , etc . <br /> I <br /> I <br />
