Make every reasonable effort to collect its cost in providing <br /> services, for which Medicaid reimbursement is sought, through public <br /> or private third party payors except where prohibited by Federal <br /> regulations or State law. No one shall be refused services solely <br /> because of an inability to pay. All payments from persons, public <br /> cr private third party payors, shall be utilized for the activity <br /> that earned it and shall not reduce or replace locally appropriated <br /> funds during the period of this Contract. Use of program inane <br /> generated by the expenditure of Federal categorical funds will be <br /> governed by applicable Federal regulations, including but not <br /> limited to, 45 CFR 74. <br /> 8. Funds budgeted for Adolescent Health Activities shall not be expended <br /> for dues or out-of-state travel. <br /> 9. The Department shall have an annual audit performed in accordance with <br /> The Single Audit Act of 1984 as implemented by CMB Circular 128. A copy <br /> of the audit report shall be forwarded to the Division for review. <br /> 10. Equipment is a type of fixed asset consisting of specific items of <br /> property that: (1) are tangible in nature; (2) have a life longer than <br /> one year; and (3) have a significant value. <br /> a. For Budgeting and Reporting Purposes <br /> (1) Equipment purchases meeting the above definition and having a <br /> dollar value of $200 or more must be budgeted and reported in <br /> Line Item 5000. <br /> (2) Women, Infants and Children Program <br /> All medical equipment regardless of cost and all other equipment <br /> with an aquisition cost of $500.00 or more must be budgeted and <br /> reported in Line Item 5000. <br /> b. For Inventory Purposes <br /> (1) Equipment must be accounted for in accordance with Local <br /> Government Accounting System Procedure No. 15 or Federal <br /> regulations (CFR 45, Part 74.140) , whichever has the lower <br /> threshold and/or more detailed information requirement. <br /> (2) Women, Infants and Children Program <br /> All medical equipment regardless of cost and all other equipment <br /> with an aquisition cost of $500.00 or more must be inventoried <br /> • with the Division of Health Services. Cameras and accessories, <br /> calculators, projectors, tape recorders, dictating equipment, <br /> video equipment and accessories, computers and accessories and <br /> computer software with a cost of $100.00 or more, and all books <br /> and films regardless of cost must be recorded on the Fixed Asset <br /> System. <br />
