M Er <br /> 10 of Wildwood entrances. - Accident #6 occurred in <br /> 1987 <br /> approximately 0. 4 miles south of the John Breckenridge <br /> Drive/NC Highway 86 intersection . Accident #7 occurred in <br /> 1984 approximately 0. 6 miles north of that intersection . <br /> Both accidents occurred in snowy/ icy conditions . <br /> Discussion with the President of the Wildwood Homeowners <br /> Association have Indicated two concerns : ( 1 ) lack of <br /> responsiveness by the developer to resident concerns; and <br /> (2 ) favoring transfer of the recreation area to a public <br /> agency for operation and maintenance. <br /> Drainage problems in Wildwood Subdivision are concentrated <br /> along sewer and drainage easements, and in low- lying areas. <br /> Given the extent of the problems, a more detailed eval - <br /> uation is needed by a registered engineer. An approved <br /> stormwater management plan is also needed, as well as <br /> construction of improvements required to correct existing <br /> and future drainage problems. The County ' s consulting <br /> engineer, Hazen & Sawyer, has submitted a proposal for <br /> preparation of the stormwater management plan . The Board <br /> of Commissioners will consider approval of the proposal at <br /> its August 18, 1987 meeting. <br /> Collins noted that in an attempt to address the drainage <br /> problem, the developer had been notified by letter that no <br /> more building permits would be issued within Wildwood <br /> Subdivision and also that no further phases of development <br /> in Wildwood would be approved until such time as the <br /> drainage problem has been resolved . The developer was also <br /> informed that the County would be employing the services of <br /> a consultant to prepare a stormwater management plan and <br /> once that plan has been approved by the Board of <br /> Commissioners, the developer will be responsible for the <br /> total cost of preparation of the plan and the implemen- <br /> tation of the plan. <br /> Collins also stated that Staff is recommending, at the <br /> developer ' s request, that five building permits be released <br /> within Phase III of the development. These lots have <br /> already been sold to builders and there are contracts for <br /> construction on these lots. However, Staff has also <br /> recommended that no Certificates of Occupancy be issued <br /> until the stormwater management plan is complete, approved <br /> and implemented. Those lots would have little impact on <br /> the drainage problems which have occurred, for the most <br /> part, in Section II . <br /> The Planning Staff recommends rezoning of the property from <br /> R-2 to R-3 for the following reasons : <br /> I . Projected pump station capacities permit additional <br /> units to be developed. <br /> 2. The change from R-2 to R-3 is consistent with a "step- <br /> down" approach to zoning in the area, with higher <br /> densities near NC 86 and lower densities further <br /> removed. <br /> 3.
