The request for R 4 was based on the premise of <br /> having the ability to have smaller lot frontages. <br /> Under the ordinance it is allowed to have an R 3 cluster home <br /> layout , with this concept a pleasant neighborhood can be <br /> designed with consideration of the existing topography.
