157 <br /> General traffic-carrying capacities of streets are based on <br /> the speed limit, pavement width and desired level of service. <br /> The N. C. Department of Transportation has long employed <br /> Level of Service C, indicative of stable flow under high <br /> volume situations , with speed and maneuverability determined <br /> by traffic conditions. For a residential street with a speed <br /> limit of 35 MPH, a pavement width of 18 feet and a Level of <br /> Service C, the capacity of the street is rated at 7760 <br /> vehicles/day. As the projections above indicate, the major <br /> sub-collector streets in Wildwood Subdivision are capable of <br /> handling the traffic. Two points to note are: ( 1 ) the <br /> construction of Oakdale Drive Extension to N. C. 86 would <br /> provide relief for Walter Clark Drive; and ( 2) John <br /> Breckenridge Drive is under-utilized . <br /> Of equal importance is the ability of intersections to handle <br /> projected traffic volumes. ITE data for single-familiy <br /> residential dwellings indicates that the peak-hour trip <br /> generation rate is equivalent to one ( 1 ) trip/dwelling unit. <br /> Even at maximum development intensities ( R-4) , the <br /> intersections of John Breckenridge Road/N.C. 86 ( 117 <br /> vehicles/hour) and Walter Clark Drive/N. C. 86 ( 152 <br /> vehicles/hour) would function within a Level of Service A <br /> capacity ( 0-900 vehicles/hour) characterized by free flow, <br /> low volume, high operating speed and maneuverability . <br /> REREATION FACILJTIES <br /> Under the Land Use Intensity ( LUI ) system contained in the <br /> Zoning Ordinance, the developer would be required to provide <br /> recreation space depending upon the zoning designation of the <br /> property . Under the current zoning ( R-2) , a recreation space <br /> ratio of 5 . 6% would apply, requiring 1 . 6 acres of recreation <br /> space. For R-3 and R-4 zoning designations, the recreation <br /> space ratios are 7 . 4% and 11 . 1% , respectively . The ratios <br /> would result in 2. 1 acres of recreation space if developed at <br /> R-3 densities, and 3 .2 acres if developed at the requested <br /> R-4 density. <br /> The existing sections of Wildwood Subdivision are served by a <br /> 2. 92 acre recreation site with a playfield, picnic tables and <br /> wooded areas. Steep slope areas along the eastern property <br /> line of Section IV provide opportunities for expanding the <br /> existing Wildwood recreation area through a system of open <br /> space and pedestrian paths which link all sections of the <br /> subdivision. ( See "Topography" below. ) <br /> SCHOOLS <br /> School -age children living in the development would attend <br /> Grady Brown Elementary School , Stanback Middle School , <br /> Stanford Junior High School and Hillsborough High School . <br /> According to Mr. Ralph Compton of the Board of Education, all <br /> the schools with the exception of Orange High School are <br /> operating at capacity . Mr. Ira Trollinger, Assistant <br /> Superintendent, has further indicated that elementary school <br /> age children from the subdivision would attend Grady Brown <br /> Elementary, a school with a rated capacity of 676 students . <br />
