Development of the tract will have impacts on water and <br /> sewer facilities, and the ability of streets to handle <br /> °I� projected traffic volumes. These impacts as well as others <br /> + were Identified and discussed in a Planning Staff report <br /> presented on June 1 , 1987. <br /> At its June 8, 1987 meeting, the Hillsborough Town Board <br /> considered the Wildwood rezoning request and recommended <br /> approval of an R-3 zoning classification with the <br /> understanding that a cluster development approach would be <br /> used to compensate for terrain problems; i .e. , steep slopes. <br /> NCDOT traffic accident data indicates that 18 accidents <br /> occurred between January 1 , 1984 and March 31 , 1987 on N.C. <br /> Highway 86 between SR 1710 (Old N.C. 10 ) and a point one <br /> mile south of SR 1710. Two accidents occurred in the <br /> vicinity of Wildwood entrances. Accident 16 occurred <br /> in 1987 approximately 0. 4 miles south of the John <br /> Breckenridge Drive/N.C. Highway 86 intersection . Accident 17 <br /> occurred in 1984 approximately 0.6 miles north of that <br /> intersection . Both accidents occurred in snowy/ icy <br /> conditions. <br /> Discussions with the President of the Wildwood Homeowners <br /> Association have indicated two concerns : ( 1 ) lack of <br /> responsiveness by the developer to resident concerns; and <br /> (2 ) favoring transfer of the recreation area to a public <br /> agency for operation and maintenance. <br /> Drainage problems in Wildwood Subdivision are concentrated <br /> along sewer and drainage easements, and in low- lying areas. <br /> Given the extent of the problems, a more detailed evaluation <br /> is needed by a registered engineer. An approved stormwater <br /> management plan is also needed, as well as construction of <br /> improvements required to correct existing and future <br /> drainage problems. <br /> The County 's consulting engineer, Hazen & Sawyer, submitted <br /> a proposal for preparation of the stormwater management <br /> plan. The Board of Commissioners approved the proposal at <br /> its August 18, 1987 meeting, subject to the submission of a <br /> letter by the developer that he would be responsible for the <br /> cost of the drainage study and required improvements. <br /> At its August 17, 1987 meeting, the Orange County Planning <br /> Board recommended that the request be denied. The Planning <br /> Board felt that there were no changed conditions in the area <br /> which would justify the rezoning of the property to allow <br /> higher densities. <br /> RECOMMENDATION : The Manager recommends denial of the request for rezoning of <br /> the property from R-2 to R-3 as recommended by the Planning <br /> Board. <br />
