It is a 13.85 acre tract with <br /> 5 lots proposed. The average lot size is 2.31 acres <br /> excluding the right-of-way. The developer is proposing a <br /> private Class B road (Turtledove Lane) . The property is <br /> zoned Rural Buffer and designated PW- lI in the Land Use <br /> Plan. <br /> All applicable agencies have reviewed and commented on the <br /> application. <br /> Carrboro's comments are based on an earlier submission; <br /> i .e. , a cluster subdivision of six (6) lots. The Planning <br /> Department found the proposal unsuitable and recommended a <br /> reduction in the number of lots. The developer deleted one <br /> ( 1 ) lot and submitted a conventional subdivision for <br /> approval . Even though the subdivision is not being <br /> considered as a cluster development, the required minimum <br /> open space (for greenway ) is being dedicated along Phil 's <br /> Creek. Orange County 's buffer requirements have been met. <br /> Based on the NCDOT standard of two (2 ) houses per 1/10th of <br /> a mile (528 feet) , the existence of five (5 ) houses on <br />
