106 1 . Will NCDOT accept the road JO L:\ <br /> for maintenance if <br /> constructed to State standards? <br /> Based on the NCDOT standard of two (2 ) houses per <br /> 1/ 10th of a mile (528 feet) , the existence of <br /> three (3 ) houses on Thistle Trail (780 feet) <br /> would be sufficient to meet NCDOT standards. Six <br /> (6 ) lots are proposed. <br /> 2. Will the lot to the east have access to Thistle <br /> Trail ? <br /> The developer has not indicated if access will be <br /> provided. A condition of approval has been <br /> recommended to address this concern . <br /> 3. Should Sycamore Hill be a private road <br /> subdivision? <br /> Based on the number of lots proposed (6 ) , a <br /> private road is recommended. The number of lots <br /> proposed is considerably below the 10- lot cutoff <br /> point at which the public road requirement <br /> becomes applicable. Furthermore, the proposed <br /> average lot size (2.55 acres ) and the location of <br /> the subdivision ( predominantly rural area) <br /> warrant a private road. <br /> The Planning Staff recommends approval subject to the <br /> following conditions : <br /> 1 . Payment- in- lieu of dedicated open space in the <br /> amount of $459. <br /> 2. Indicate the location of an existing building on <br /> the plat. <br /> 3. Include in the Road Maintenance Agreement a <br /> provision which would permit the property to the <br /> east to have access to the proposed Thistle <br /> Trail , which would require upgrading of the <br /> proposed Thistle Trail to public road standards <br /> if the property to the east is subdivided and <br /> accesses Thistle Trail , and which would require <br /> upgrading of the proposed Thistle Trail to public <br /> road standards if any parcel within Sycamore Hill <br /> Subdivision and served by the road is further <br /> subdivided. <br /> Jacobs asked that road names as well as numbers be <br /> included on the vicinity maps in the future. The <br /> response was that the surveyor could include this <br /> information . <br /> Jacobs asked if courtesy review had been requested <br /> from other governmental agencies since this sub- <br /> division is in the Rural Buffer. Kirk responded that <br /> Carrboro and Chapel Hill comments had been requested <br /> previously when the subdivision is in a watershed. <br />
