A condition of approval had been recommended <br /> by the Planning Department to require such access if <br /> the lot to the east was developed. <br /> 3. Should Sycamore Hill be a private road subdivision? <br /> Based on the number of lots proposed (6) , a private <br /> road was recommended by the Planning Department. The <br /> number of lots proposed was considerably below the <br /> 10- lot cutoff point at which the public road <br /> requirement becomes applicable. Furthermore, the <br /> proposed average lot size (2.55 acres) and the location <br /> of the subdivision ( predominantly rural area) appeared <br /> to warrant a private road. <br /> At its August 17, 1987 meeting, the Orange County Planning <br /> Board recommended approval of the preliminary plan for <br /> Sycamore Hill Subdivision with the following conditions: <br /> 1 . Payment- in- lieu of dedicated open space in the amount <br /> of $459. <br /> 2. Indicate the location of an existing building on the <br /> plat. <br /> 3. Development of Thistle Trail as a public road in <br /> accordance with NCDOT standards. (The Planning <br /> Department recommended approval of Thistle Trail as a <br /> Class B private road. ) <br /> RECOMMENDATION : The Manager recommends approval of the subdivision per the <br /> Planning Board 's recommendation. <br />
