The method of calculating the ceiling <br /> for County funding of any one project should not be <br /> construed as establishing the eligibility of a <br /> project for funding or the method of repayment to <br /> the revolving fund (Capital Reserve Fund) . The <br /> following is a sample calculation : <br /> $1 ,400, 000 - Estimated value of land and building <br /> __12I LQQQ - minus land value <br /> $1 ,272,000 - Estimated value of buildings <br /> $.544/$100 - Valuation tax rate <br /> $ 6,920 - Tax return from each project year <br /> $41 , 518 - Tax return for six years equals <br /> maximum County funding <br /> Orange County 's financial participation for <br /> approved projects which are extensions to an <br /> existing County-owned system shall be limited to <br /> those extensions where projected revenues from the <br /> system are equal to or greater than the projected <br /> operating costs plus the total debt service <br /> by the beginning of the third year after the <br /> project is completed. Within limits prescribed by <br /> the Board of Commissioners from time-to-time, the <br /> amount of financial participation shall not exceed <br /> the capital amount necessary to extend the system <br /> to meet the projections. All projections shall be <br /> those approved by the Board of Commissioners and <br /> prepared by an engineer employed by Orange County. <br /> (d ) A fee schedule for access and availability fees <br /> shall be developed. Where properties along a <br /> County-owned portion of a utility extension wish to <br /> connect to the utility, an access and availability <br /> fee shall be charged and approved by the Board of <br /> Commissioners . <br /> The owner of a large acreage tract or bona fide <br /> farm may select one acre, usually surrounding his <br /> or her house, to which the access and availability <br /> fees will be applied. If later the property is <br /> subdivided, the fees will be applied and charged <br /> for the remainder of the tract. (WSP) <br /> (e ) Any access and availability fees charged by another <br /> utility provider shall paid by the user in addition <br /> to those fees charged by Orange County. <br /> ( f ) It shall be Orange County policy to require that <br /> when a County-financed water or sewer extension is <br /> connected to a municipally-owned and operated water <br /> or sewer system, then the municipality shall enter <br /> into an agreement with the County providing that in <br /> the event the project served is annexed by the <br /> municipality, it shall pay to the County any County <br /> share of the project not recovered by the <br /> development.
