090 <br /> Where a public facility is to be served, advance <br /> approval of the Board of Commissioners on the <br /> siting of the facility and County participation <br /> shall be obtained. The extent of County involvement <br /> shall be limited in such instances to the extent <br /> that the facility will benefit the residents of <br /> Orange County. <br /> (c) It shall be the policy of Orange County to fund <br /> major water and sewer utilities to a reasonable <br /> point along the property line of an approved <br /> project, within the limitations of available funds. <br /> Major water and sewer extensions are defined as <br /> projects where pipe sizes greater than eight (8 ) <br /> inches in diameter are extended more than 750 feet <br /> beyond existing facilities. (WSP) <br /> in selecting projects to be funded, the following <br /> criteria will be used. Any project must: <br /> - Be in conformance with the Orange County Land <br /> Use Plan. <br /> - Be outside a protected watershed or where <br /> proposed to be within a protected watershed, be <br /> able to show the proposed development is <br /> compatible with maintaining water quality. <br /> - Have the proper zoning at the proposed site. <br /> - Improve job opportunities available to Orange <br /> County citizens, especially for women and <br /> minorities in the absence of a showing by the <br /> project applicant that job opportunities <br /> available for women and minorities will be equal <br /> to those of other Orange County citizens. <br /> - Provide jobs above the prevailing wage scale in <br /> the County. <br /> - Not place an inordinant demand on County <br /> services such as schools, fire and police <br /> protection . <br /> - Provide a significant increase in the County tax <br /> base. (WSP) <br /> ( d ) Orange County will participate in the funding of <br /> project engineering studies, easement acquisition, <br /> water and sewer lines Including pipe and ancillary <br /> equipment such as water pumps, sewer pumps, valves, <br /> pump houses, fire hydrants, and water and sewer <br /> treatment plants as well as the actual construction <br /> of these utilities. (WSP) <br /> (e ) Where a project is approved but funding is not <br /> immediately available, it will be placed on a <br /> priority waiting list based on its approval date. <br /> (WSP) <br />
