08$ ADDITIONS TO PROPOSED WATER/SEWER POLICY <br /> Draft: 7/31/87 <br /> Revised : 8/26/87 <br /> 9/2/87 <br /> (6 ) Eaaia_fgc_Ce nt _1nYcalement_in_liatacLaexac_ExtenalQna <br /> ( a) A request for funding water and sewer utilities <br /> under the terms of this policy may be made by any <br /> individual , agency or corporation or any <br /> municipality within Orange County; provided, <br /> however, Orange County will enter into water/sewer <br /> supply and/or treatment agreements only with public <br /> bodies . All requests shall be made to the County <br /> Manager ' s Office accompanied by the required <br /> application material (WSP) . <br /> All applications must be on file in the County <br /> Manager ' s Office in advance of the start of the <br /> budget process (February 1 ) . <br /> Upon receiving a request for water or sewer <br /> utilities, the County Manager will gather the <br /> following information : <br /> - A map and brief report identifying existing and <br /> anticipated areas of development that could be <br /> served by the requested water or sewer <br /> utilities. <br /> - Approximate additional cost of installing <br /> oversized utilities to serve the development in <br /> the area of the proposed project. <br /> - Signed statement of the water or sewer service <br /> provider to whose system the requested utilities <br /> will be connected, stating their willingness to <br /> serve the proposed project as well as any other <br /> anticipated development in the area specified by <br /> the County. The statement should attest to <br /> their capabilities for meeting all the required <br /> needs of utility services for the project <br /> including foreseeable expansion as well as other <br /> existing and potential development specified by <br /> the County in the area of the project. (WSP) <br /> ( b ) It shall be the policy of Orange County to restrict <br /> its investment to and where it issues its bonds for <br /> projects which have a relation to safeguarding the <br /> public health, safety and general welfare. Orange <br /> County will not participate in projects will <br /> benefit exclusively private interests. Public <br /> expenditures shall further be limited to projects <br /> in approved service areas ( 10-20 Transition Areas <br /> designated on the Land Use Plan ) and/or for which <br /> which there is County funding responsibility. <br />
