MEMORANDUM 174 <br /> PD-3-87 OCCONEECHEE POINT - TRAFFIC EVALUATION <br /> AUGUST 18, 1987 <br /> PAGE 2 <br /> CONCLUSION : The traffic carrying capacity of a 2- lane <br /> highway is typically 9, 000 to 10, 000 vehicles <br /> per day. This capacity is affected by factors <br /> such as the types of land , uses along the highway <br /> and the number and location of driveways. These <br /> factors have a significant influence on this <br /> particular portion of NC 86. Adjoining land <br /> uses are commercial activities that attract a <br /> large number of trucks . Each has multiple <br /> driveways. This combination of frequent turns <br /> and a large number of trucks reduces the traffic <br /> carrying capacity . Detailed traffic volume and <br /> description data is not available for the <br /> portion of NC 86 that would be affected by <br /> Occoneechee Point so an accurate measure of <br /> traffic conditions cannot be made. It would be <br /> safe to say however that the estimate of current <br /> traffic, 7900 vehicles per day, is close to the <br /> highway 's capacity. <br /> If that is accurate, the additional traffic <br /> generated by Occoneechee Point, estimated at <br /> 4, 180 vehicles per day, will increase traffic <br /> beyond NC 86 ' s capacity. Improvements to NC 86 <br /> should be required as part of Occoneechee Point <br /> project approval . <br /> Since turning movements are a significant <br /> influence on capacity in this situation, the <br /> following improvements to accommodate turning <br /> movements are recommended. <br /> 1 . NC 86 should be widened to 3 lanes the entire <br /> length of the Occoneechee Point project, the <br /> center lane should be a continuous left turn <br /> lane; . <br /> 2. deceleration lanes should be provided at the <br /> two main entrance driveways of Occoneechee <br /> Point; <br /> 3. the "entrance only" driveway should be <br /> eliminated from the site plan, it could be <br /> located in a proposed deceleration lane, <br /> northbound left-turn traffic would conflict <br /> with decelerating southbound traffic, the <br /> entrance to the convenience store can be <br /> relocated to the main entrance driveway <br /> between it and the restaurant; <br />
