081 <br /> TO: THE BOARD <br /> FROM: SHIRL <br /> RE: SCHEDULING CIP AND BOND REFERENDUM DATE <br /> DATE 20 JULY 1987 <br /> Making the major capital improvement policy decisions leading to a <br /> sustainable capital improvement continuum through the next decade has not <br /> proven to be manageable within the time alloted to us in this year ' s <br /> budget process. <br /> My preference would be for the Board to: <br /> 1 . adopt a lean, one-year CIP with adoption of the budget ; <br /> 2. have prepared, debate, and adopt a 5-year (one additional year) CIP no <br /> later than 15 January 1988; <br /> 3. include in the CIP a wing or addition built as the tax and record <br /> building is enlarged to house the offices of County Commissioners , County <br /> Manager, Finance and Personnel , and with the new 5th year to include <br /> renovation of the New Courthouse for exclusive use of the Courts. <br /> 4. set the date of the bond referendum for November 1988; <br /> 5 . commit to an attempt to set up the proper reserves and mechanisms that <br /> will move Orange County into a pay-as-we-go funding in the future. <br /> Gordon Baker says we could delay our approval of the CIP until September <br /> and still meet a May 1988 bond referendum. Advantages I see to the delay <br /> are the ability to include the findings of the master recreation and parks <br /> plan in our deliberations and the addition of one more budget year to <br /> rebuild our fund balance to a higher level. <br /> The Board cannot ignore the needs of the Courts either in the long or the <br /> short term. Even if we could agree to a plan for the second floor of the <br /> courthouse it would neither meet our needs for space nor would it be fair <br /> to the courts. While we cannot turn over the Commissioner ' s Room to them <br /> full time, we should try to increase the time available. An agreement <br /> should be negotiated that sets guidelines that include the use of the room <br /> by the auditors for up to four weeks each year; that allows some <br /> commissioner and manager files to be kept in the room; that frees the room <br /> whenever possible by 4pm for use by the manager for staff meetings and <br /> consultations; the willingness of the staff and commissioners to use, when <br /> necessary, the conference and meeting rooms at Revere Road and the <br /> conference room to be created at the old Agriculture Building. <br />
