ATTACHMENT II <br /> Kurt Jenne <br /> 0 7 1 Donald Hayman <br /> 7/8/86 <br /> EMPLOYING A MANAGER <br /> I. Review Council-Manager Form of Government. Members of a governing body <br /> starting to employ a manager should review again the statutory basis of <br /> the council-manager plan and refamiliarize themselves with the <br /> specified powers and duties of the governing body and the manager. <br /> II. Ask Important Initial Questions. The appointment of a manager may be <br /> the most important decision a governing body may make during its term <br /> of office. The following are some of the questions which a governing <br /> body should consider in setting about to select a manager. <br /> A. Are there one or more critical factors that will dominate the <br /> governing board's choice? <br /> 1. Are there local problems requiring that the new manager have <br /> special knowledges, skills, abilities or experience? <br /> 2. Should one or more current pressing needs be allowed to <br /> influence the selection of a manager who hopefully will serve <br /> long after the current problems are resolved and forgotten? <br /> B. What are the needs of the people of the area which the governmental <br /> unit might or should do something about? <br /> 1. What are the strengths and weaknesses of the existing <br /> administrative organization and programs? <br /> 2. What are the reasons for past and present successes and <br /> failures? <br /> 3. What areas need immediate attention? <br /> 4. What areas are important in the long run? <br /> III. Develop Selection Criteria. After reviewing current conditions and <br /> projecting future needs, the governing body should determine both the <br /> desired and the minimum qualifications in terms of knowledge, skills <br /> and abilities which applicants should have. The qualifications should <br /> be as specific as possible without being overly restrictive. Age, <br /> education, experience, leadership, competence and ability to work with <br /> others should be considered. In setting qualifications the governing <br /> body should consider which are absolute and which can be more flexible <br /> in order to attract the manager the governmental unit needs. Careful <br /> work at this stage results in clear selection criteria and an easier <br /> job in the following stages. <br />
