WHITEBEAD <br /> TELEPHONE NUMBER: <br /> HILLSBOROUGH - 732-8181 <br /> PURPOSE: To establish the recruitment and selection process for the <br /> position of Orange County Manager. <br /> BACKGROUND: The Board of Commissioners, in accordance with G.S. 153-A-81, <br /> are charged with the responsibility of selecting a County <br /> Manager. The recommended steps in hiring a Manager are as <br /> follows: <br /> 1. Assess the needs of county government. <br /> 2. Decide on critical skills and abilities to meet those <br /> needs. <br /> 3. Establish a competitive salary range and decide on the <br /> scope of the recruitment effort. <br /> 4. Advertise <br /> 5. Screen applications based on the profile developed in steps <br /> one and two. <br /> 6. Establish and conduct a selection process. It is <br /> recommended that the Board interview the selected <br /> candidates as a group. In addition, the Board may consider <br /> the use of an Assessment Center to further enhance the <br /> selection process. <br /> 7. Final reference check <br /> 8. Negotiate terns and conditions and extend an employment <br /> offer. <br /> 9. Notify all applicants that the selection process is <br /> complete, and release announcement to county staff and <br /> media. <br /> The Personnel Director has attached several documents to assist <br /> the Board in this process. They are as follows: <br /> Attachment One outlines the recommended recruitment process, <br /> salary range and tentative timetable for the Board's review. <br /> Attachment Trap is the recommended guide for selecting a <br /> Manager. <br /> Attachment Three is a copy of G.S. 153A-82 which designates the <br /> powers and duties of the Manager. <br /> RECOMMENDATION(S): <br /> Approve the recommended recruitment and selection process to <br /> include decisions on 1) critical skills needed, 2) scope of <br /> advertisement, 3) designation of a salary range and a closing <br /> date for the application process, and 4) selected process to be <br /> used. <br />
