Commissioner Willhoit pointed out this would be taking <br /> $30, 000 from school capital reserve to fund current capital. <br /> Commissioner Willhoit presented a mark-up list totaling $217,559. <br /> In the discussion of county capital, Chair Marshall stated that <br /> in accepting the plan for the CIP, a definite decision has been made not <br /> to do the renovations on the third floor. <br /> Commissioner Willhoit stated that the district tax needs to be <br /> increased by one cent to fund what the Chapel Hill school administration <br /> has proposed. Commissioner Carey pointed out that money will be freed up <br /> by the removal of the internal caps and this money would be available for <br /> the schools to use for whatever the school systems desire. <br /> After considerable discussion, the Board agreed on the figures <br /> for the schools as proposed by Commissioner Carey. <br /> Discussion ensued on the mark-up list as presented by <br /> Commissioner Willhoit and the list of items discussed in previous work <br /> sessions. Commissioner Hartwell stated his main criticism is that several <br /> small ticket items are not included and that these items make a <br /> substantial difference in the quality of the job being performed. He <br /> suggested that these small items be adequately funded before allocating <br /> money for new programs.
