• <br /> Remarks Ca iing th!e Proposed Ervircnnental Impact Ordnance <br /> October 10: . 1988 Public Hearing <br /> Orange County Hoard of Commissioners <br /> Orange County Planning Board <br /> I with to express my concern and strong opposition against one <br /> exemption to the proposed environmental impact ordnance. Section 2.2 (c) of <br /> the ordnance specifically exempts "Transmission lines, structures, and other <br /> apparatus related to the distribution of water, sewer, gas, electric, and <br /> other public utilities". <br /> This exemption creates a giant loophole for many of the most <br /> environmentally offensive elements of human habitation. Exempted is a <br /> substantial amount of .:t.he..publicly owned infrastructure. To d <br /> illustrate the effect :;of,.eXemption, you only have to look at the ramatically <br /> following <br /> examples: <br /> new nuclear power generating stations are exempted. . , <br /> waste"°`tredteent plants on the Eno River are exempted. . . <br /> - and petroleum .i.nd4stry tank :"farms" and pumping stations <br /> are exempted.. <br /> Please consider whe.ther1an 24" pipe carrying storm (rain) water.:.. <br /> carrying raw sewage:is more environmentally innocUous, .,; PiPe <br /> : Yo through this <br /> ordinance, are requiringenviro.nmental assessmentsonl for =the storm (rain) <br /> water pipe.
