, <br /> 088 <br /> 3 .5 Other Documents Deemed Acceptable for a specific <br /> If an environmental document is prepared <br /> activity under the provision of the National <br /> Environmental Policy Act (NEPA) or under GS 113A-4, and <br /> if that document is reviewed through the State <br /> Clearinghouse process, then this review will constitute <br /> compliance with the requirements of this ordinance for <br /> that activity. <br /> SECTION 4 . TECHNICAL REQUIREMENTS FOR AN EA <br /> 4 .1 Purpose planning <br /> The purpose of the EA is to provide the County <br /> with a decision making tool to determine if a <br /> Department a and <br /> planned project is of such significance or scop <br /> impact on the environment as to require the preparation <br /> of an EIS. <br /> 4.2 Content <br /> The <br /> EA shall include maps and a brief discussion of the <br /> following items: <br /> (1) need for the proposed activity, <br /> (2) reasonable alternatives to the recommended course <br /> of action, nif icant <br /> (3) methods proposed to mitigate or avoid significant <br /> environmental impacts, and <br /> (4) environmental effects of the proposed activity and <br /> alternatives. <br /> 8 <br />
