prepare a Finding <br /> of No Significant Impact (FONSI) <br /> or request the preparation of an Environmental <br /> Impact Statement <br /> ) If a completed EA demonstrates to the satisfaction <br /> (c ro ect <br /> of the County Planning Department that the p <br /> activity will not have a significant adverse effect <br /> on the quality of the environment, the Planning <br /> Department will issue a FONSI. <br /> d If a completed EA demonstrates to the satisfaction <br /> ( ) <br /> of the County Planning Department that the project <br /> may result in a significant adverse effect on the <br /> quality of the environment, the developer or <br /> special purpose unit will prepare and submit an EIS <br /> to the Planning Department. <br /> 3 .3 Finding of No Significant Impact <br /> (a) A FONSI shall be forwarded to the State <br /> Clearinghouse for circulation and review in <br /> accordance with the North Carolina Environmental <br /> Policy Act. <br /> (b) Comments received from the State Departments and <br /> Agencies through the Clearinghouse shall be <br /> considered in all subsequent reviews by the <br /> Planning Department and by all County Boards or <br /> Commissions involved in the approval process . <br /> c Processing of development projects shall continue <br /> in conformance with approval procedures found in <br /> the Orange County Zoning Ordinance and Subdivision <br /> 6 <br />
