085 <br /> minimum criteria threshold set forth in Section 2. 1 <br /> or through processing of one or more of the <br /> following environmental documents: <br /> (1) An environmental assessment (EA) ; and <br /> (2) A finding of no significant impact (FONSI) ; or <br /> (3) An environmental impact statement (EIS) . <br /> (b) The private developer or special purpose unit of <br /> government responsible for compliance may choose to <br /> immediately prepare an EIS if the proposed project <br /> is of sufficient size or complexity. For all other <br /> projects not exempted from coverage by Section 2 .2 <br /> an EA shall be prepared by the developer or unit <br /> and submitted to the County Planning Department. <br /> 3.2 Review of Environmental Assessment (EA) <br /> (a) A copy of the Environmental Assessment shall be <br /> forwarded to the Environmental Affairs Board for <br /> consideration at the next scheduled Environmental <br /> Affairs Board meeting. The Assessment shall be <br /> forwarded within two working days of receipt of a <br /> complete project application. <br /> (b) The Environmental Assessment shall be reviewed for <br /> completeness by the County Planning Department. <br /> The Planning Department will forward the EA to the <br /> State Clearinghouse for circulation and review in <br /> accordance with NCEDA. Within 40 days of <br /> acceptance of a complete EA, the Department after <br /> receipt of State Clearinghouse comments shall <br /> 5 <br />
