006 <br /> Question: If the County participates in the extension of <br /> water and/or sewer_ lines, must it retain ownership <br /> of the lines? <br /> Response: Orange County shall have title to any water and <br /> sewer utilities which is funds; provided, however, <br /> such title shall only be required where water/sewer <br /> lines are extended beyond the existing utility <br /> service area of a municipality or publicly-owned <br /> system. Where County funding for projects outside <br /> an existing utility service area are repaid, title - <br /> to the water and sewer utilities shall be granted <br /> to the municipal or public system. In the latter <br /> case, the County may attach conditions to the <br /> transfer of title which require that connections <br /> and/or uses must be limited in such a manner to be <br /> consistent with the Land Use Element of the <br /> Comprehensive Plan. (Goal 4, Subsection A-6) <br /> Question: Is the County going to cooperate with <br /> municipalities and utility providers in <br /> establishing water and sewer service areas? Will <br /> the County be exploring alternative institutional <br /> arrangements for providing such services? <br /> Response: Orange County's primary responsibility will be to <br /> assist in the development of water resources, including <br /> the establishment of necessary organizational <br /> structures and arrangements that would operate and <br /> maintain raw water and treated water resources. <br /> (Goal 1, Subsection A-2) <br /> A cooperative joint planning process should be <br /> developed and implemented among the County, its <br /> municipalities, surrounding jurisdictions and <br /> utility providers responsible for water and sewer <br /> lines to guide the extension of lines in accordance <br /> with the land use plans and policies of the <br /> affected jurisdictions. (Goal 3, Subsection A-1) <br /> Urban service areas for Chapel Hill, Carrboro, <br /> Hillsborough, Mebane, Durham, and the service area <br /> of the Orange-Alamance Water System should be <br /> established which correspond with Urban and <br /> Transition Areas as identified in the Land Use <br /> Element of the Comprehensive Plan. Water and sewer <br /> lines should be directed to those areas which <br /> contain and are appropriate for higher density <br /> levels of residential, commercial and industrial <br /> development.
