The purpose of the Ordinance is to provide <br /> guidelines by which the local government can receive <br /> input and recommendations from the State on projects <br /> of potential environmental concern. <br /> The Ordinance establishes criteria to determine which <br /> projects shall be reviewed, and identifies how the <br /> review process is to occur. The Ordinance does not <br /> include performance criteria by which a project is to <br /> be approved or denied, but rather is a means to <br /> enhance the existing review process by providing <br /> additional information. <br /> Section 2 outlines the criteria to be used in <br /> determining if a particular project is subject to the <br /> ordinance requirements. Projects meeting one or more <br /> of the criteria would require submittal of an <br /> Environmental Assessment (EA) , supplemental to the <br /> existing development application. After review by the <br /> State and the County, the County would either issue a <br /> Finding Of No Significant Impact (FONSI) , or require <br /> submittal of an Environmental Impact Statement (EIS) . <br /> A FONSI would require no additional input on the part <br />
