071
Synopsis of Comments
Goal 4 - County Involvement
Establish a basis for Orange County`s involvement in the
provision of water and/or sewer services and facilities.
C. Project Selection Policies (Draft Policy)
(See Preceding Page)
Orange Water & Sewer Authority
C. Project Selection Policies
1. Tne word "must" in subsections (d) and (f) appears to limit funding
assistance to projects which provide additional job opportunities, such as
industrial and commercial development. This appears contrary to other
sections of the policy which imply that the County will also participate
in extensions necessary to eliminate a public health problem, such as the
Rahgewood Subdivision sewer extension. This Paragraph should be revised
to address such extensions.
Environmental Affairs Board
4. There are several inconsistencies within the criteria in
the policy framework of the document. For example, the
document states that any project supported by the County
must provide additional jobs. Yet, it appears to
preclude support for privately-owned enterprises.
Furthermore, provisions appear to eliminate remedial
action on health hazards at existing institutions.
5. The concept of protecting the public health needs to be
included as a basis for developing the entire
water/Sewer Policy. This may be stated in Goal :v,
Protect Selection Policies under number 1 on page 8 of
the document.
Town of Carrboro
Does the County really want to limit the availability of its
funding for water and sewer extensions to projects which provide
additional job opportunities, or is the County also interested in
funding emergency projects e public gal lest
caused by failing P ic t n
needs to be included here.
4-C-3
