The project must improve job opportunities <br /> available to Orange County citizens, especially for <br /> women and minorities unless there is a statement by <br /> the project applicant that Job opportunities <br /> available for women and minorities will be equal to <br /> those of other Orange County citizens. <br /> e. The project must provide jobs above the prevailing <br /> wage scale in the County. <br /> f.
