Applying a "high" wage <br /> criterion (e) may conflict with the goal of maximizing job <br /> opportunities for citizens (d). <br /> Average wage rate. It is difficult to get an adequate <br /> benchmark to provide a standard of measurement. The Industrial <br /> Revenue Bond guidelines have a similar provision, but that refers <br /> only to the "average manufacturing wage", which is calculated by the <br /> State. A complicated formula is then used to measure the company's <br /> payroll against the state-generated standard. One suggestion would be <br /> to omit this specific criterion for qualifying companies, and to add <br /> another — that if state or federal funds are also involved, the <br /> company in question must comply with the appropriate State/Federal <br /> guidelines. <br /> Proper Zoning. Unless the site was zoned in the past by <br /> the County or has been zoned by a municipality. the proper zoning for <br /> development cannot be secured without adequate provision for <br /> water/serer. If "proper zoning" is required in advance. this seems <br /> to rule out situations where the project site is consistent with the <br /> LUP. has not yet been zoned for development, and water/sewer is not <br /> yet in place - exactly the type of situation where the water/sewer <br /> policy could be helpful, and County participation might be applied <br /> for. <br /> Multiple Qualifying Criteria. Must the company meet all <br /> of the criteria? Who decides? If the company or project must meet <br /> the criteria "where applicable", what is meant by "where applicable"? <br /> 4-C-2 <br />
