067 <br /> Synopsis of Comments <br /> 6081 4 - County Involvement <br /> Establish a basis for Orange County's involvement in the <br /> provision of water and/or sewer services and facilities. <br /> B. Application Policies <br /> Aet <br /> nlicaion Po V cies <br /> 1 . A request for funding water and sewer utilities may be <br /> made by any individual , agency or corporation or any <br /> municipality within Orange County; provided, however, <br /> Orange County will enter into water/sewer supply and/or <br /> treatment agreements only with public bodies. <br /> 2. All requests for funding shall be made to the County <br /> Manager' s Office and must be on file in advance of the <br /> start of the budget process (February 1 ) , accompanied by , <br /> the required application material . ( See Project <br /> Selection Policies. ) <br /> 3. Upon receiving a request for water or sewer utilities, <br /> the County Manager will gather the following <br /> information: <br /> a.' A map and brief report identifying existing <br /> anticipated areas of development that could be <br /> served by the requested water or sewer utilities. <br /> b. Approximate additional cost of installing oversized <br /> utilities to serve the development in the area of <br /> the proposed project. <br /> c. Signed statement of the water or sewer service <br /> provider to whose system the requested utilities <br /> will be connected, stating their willingness to <br /> serve the proposed project as well as any other <br /> anticipated development in the area specified by <br /> the County. The statement should attest to their <br /> capabilities for meeting all the required needs of <br /> utility services for the project including <br /> foreseeable expansion as well as other existing and <br /> potential development specified by the County in <br /> the area of the project. <br /> Economic Development Commission <br /> 4. APplication Policies (pages 7-8). Who takes the <br /> initiative? The Feb. 1 deadline is unrealistic for economic <br /> development projects (unless they are so large as to require separate <br /> provision in the County budget). The Enterprise Fund or revolving <br /> fund. concept referred to under Goal 5 would avoid the awkwardness of <br /> one deadline per year. <br /> 4-B-1 <br />
