065 • <br /> Synopsis of Comments <br /> Goal 4 - County Involvement <br /> Establish a basis for Orange County's involvement in the <br /> provision of water and/or sewer services and facilities. <br /> A. General Policies (Draft Policy) <br /> (See Preceding Page) <br /> Economic Development Commission (Continued) <br /> 2. Ownership of sewer lines. This policy appears to force <br /> County into sewer line ownership which implies maintenance and other <br /> nuts-and-bolts operations. It is not necessary to own the lines to <br /> collect the tap-on fees needed for reimbursement of capital costs, <br /> and. we believe. not appropriate for the County to be engaged in the <br /> nuts-and-bolts operations of a sewer system. If State/Federal <br /> participation in the funding requires County ownership. then this <br /> possibility could be allowed for as an exception rather than making <br /> County ownership the rule. <br /> 3. County control over development patterns. The County has <br /> the LUP and the zoning and sub-division ordinances. which are ade- <br /> quate to control development. The EDC believes the water/sewer <br /> policy should not be regarded as yet another method of controlling <br /> growth: rather. it can be a positive tool for ensuring quality <br /> development in the correct areas. <br /> Orange Water & Sewer Authority <br /> A. General Policies <br /> 1. This requirement is fundamental to proper, long-term system operation and <br /> planning. <br /> 2. An introductory phrase should be added as follows: "Orange County may <br /> consider providing financial assistance for the completion of water and/or <br /> sewer facilities, as provided in this Section. Funding assistance may be <br /> available for completion of engineering studies,.... <br /> 3. %bat is the basis for the 750 feet minimum distance requirement? This <br /> provision may encourage "leapfrogged" development. <br /> 4. Agreed. Utility service providers within the County should consider the <br /> benefits of developing uniform standards for water and sewer utility line <br /> construction. <br /> 4-A-3 <br />
