064 <br /> Synopsis of Comments <br /> Goal 4 - County Involvement <br /> Establish a basis for Orange County's involvement in the <br /> provision of water and/or sewer services and facilities. <br /> A. General Policies (Draft Policy) <br /> (See Preceding Page) <br /> Economic Development Commission <br /> 1. County involvement in sewer line provision: trunk lines <br /> versus tap-ons for individual projects. Construction (or funding <br /> of sever trunk lines raises quite different considerations from con- <br /> struction (or funding) of connections for individual projects to <br /> those trunk lines. and the water/sewer policy should address them <br /> separately. <br /> Trunk lines. It is probable that no one project can <br /> justify cost-effective payback for a major trunk line or inter- <br /> ceptor sewer line. Furthermore. major decisions about the line of a <br /> trunk sewer should not be based on the location of a single user. <br /> Rather. trunk lines should be planned and put in place on a phased <br /> basis for all of those areas which are urban (or in the 10-20 year <br /> transition area) and scheduled for economic development. or other <br /> priority development. The trunk lines should follow the best gravity <br /> route for draining the basin in question. and linking it to the <br /> sewage treatment plant. <br /> After the trunk sewer is in place. for each site on which <br /> development is to be permitted (not necessarily along the entire line <br /> of the trunk). tap-ons to the sewer should be mandatory for all new <br /> development before a building permit is issued. This will ensure <br /> reimbursement in the long run as the area designated for development <br /> builds up. Tap-on fees should be assessed on a per/acre basis. and <br /> on a schedule which has built-in inflation: it should be cheaper to <br /> pay the tap-on fee now. rather than ne=t year. The result would be <br /> quicker payback if people choose to pay the tap-on fees in advance of <br /> construction. <br /> Sewer service linking a project to the trunk line. County <br /> involvement in the cost of providing sewer connection from a particu- <br /> lar project to the trunk line can be assessed on a project by <br /> project basis. and the type of procedure for assessing a project <br /> outlined under Goal 5 is appropriate. <br /> 4-A-2 <br />
