061 <br /> Synopsis of Comments <br /> Goal 3 - Urban Development <br /> Establish an urban development pattern compatible with the <br /> • <br /> goal of directing urban growth to areas where it is desirable <br /> and can be practically and efficiently served by water and <br /> sewer facilities. <br /> C. Extension Policies (Draft Policy) <br /> (See Preceding Page) <br /> Environmental Affairs Board <br /> 3. Goal III, Extension Policies on Pace 5, states "Urban <br /> service areas for Chapel Rill, Carrboro, Hillsborough, <br /> Mebane, Durham, and the service area of the Orange- <br /> Alamance Water System should be established which <br /> correspond with Urban, and Ten and Twenty-year <br /> Transition Areas as identified in the Land Use Plan. " <br /> It is the opinion of the Hoard that this should be <br /> conducted in cooperation with the Orange Water and Sewer <br /> Authority. However, if Orange County is going to be in <br /> the sewer operation, an overall county-wide pia: needs <br /> to be developed. There must be specific boundaries to <br /> these areas which are not in any way arbitrary, and <br /> there must be an efficient means of amending these <br /> Town of Chapel Hill <br /> 3. Relationship to 1987 Joint Planning Agreement <br /> The County's draft policy is generally consistent with the <br /> Joint Planning Agreement. For example, the policy would al- <br /> low water and sewer extensions in the rural buffer and Uni- <br /> versity Lake watershed only to address public health emer- <br /> gencies and hardships solely the result of inability to use <br /> the land,- e.g. , if the soil at a site is not suitable for <br /> underground absorption of wastewater. <br /> We believe water and wastewater private systems in water- <br /> sheds and rural buffer areas should be carefully designed, <br /> built, used and maintained for long-term, proper operation <br /> in the interest of public health and citizens who own and <br /> use these systems. 'If these systems fail, there may be de- <br /> mand for water and sewer extensions. <br /> 3-C-3 <br />
