059 <br /> Synopsis of Comments <br /> Goal 3 - Urban Development <br /> Establish an urban development pattern compatible with the <br /> goal of directing urban growth to areas where it is desirable <br /> and can be practically and efficiently served by water and <br /> sewer facilities. <br /> C. Extension Policies (Draft Policy) <br /> Extension PoJicits <br /> 1 . Urban service areas for Chapel Hill , Carrboro, <br /> Hillsborough, Mebane, Durham and the service area of the <br /> Orange-Alamance Water System should be established which <br /> correspond with Urban, and Ten and Twenty-Year <br /> Transition Areas as identified in the Land Use Plan. <br /> Water and sewer Iines should be directed to those areas <br /> which contain and are appropriate for higher density <br /> Levels of residential , 'commercial and industrial <br /> development. <br /> 2. The extension of public and/or private water and sewer <br /> services in areas designated Water Supply Watershed, <br /> Water Quality Critical Area and Rural Buffer in the Land <br /> Use Plan shall be prohibited except to address public <br /> health. emergencies and hardships solely the result of <br /> the inability to use the land proposed to be served by <br /> said services. <br /> 3. Development projects to be supplied by public and/or <br /> private water and/or sewer service will not be approved <br /> unless located in Urban, and Ten and Twenty-Year <br /> Transition Areas as designated in the Land Use Plan or <br /> unless service is available through a water and/or sewer <br /> line extended to address a' public health emergency and <br /> hardships solely the result of the inability to use the <br /> land proposed to be served by said services. <br /> Development project refers to any residence, place of <br /> business or place of assembly, and any major or minor <br /> subdivision, special use or planned development which <br /> requires the approval of Orange County through <br /> administration and enforcement of the N.C. State <br /> Building Code or its Zoning and Subdivision Regulations. <br /> 4. Extensions of public or private water and/or sewer <br /> services outside Urban, and Ten and Twenty-Year <br /> Transition Areas adopted as part of the Land Use Plan <br /> will not be funded by Orange County. <br /> 3-C-i <br />
