004 <br /> (Goal 2, Subsection A-5) <br /> Question: If ley possible, is the County going to require <br /> back-up nitrification fields to prolong the life of <br /> on-site sewage disposal systems? <br /> Response: The life and proper functioning of individual on-site <br /> ground absorption sewage disposal systems can be <br /> limited by wastewater volumes, soil conditions, the <br /> quality of operation and maintenance, and other <br /> factors . For these reasons, the County will evaluate <br /> the feasibility of requiring back-up drainfields. <br /> (Goal 2, Subsection A-6) <br /> Question: Is the County going to establish a clear policy <br /> regarding the use, operation, and maintenance of <br /> alternative sewage disposal systems; i.e. , <br /> community low pressure around absorption and spray <br /> irrigation systems, and package treatment plants? <br /> Response: See Goal 2 - Sewage Disposal, Subsection 8 - <br /> Alternative Systems Policies, in its entirety. <br /> Question: If alternative systems are permitted, what <br /> provision will be made for eventual connection to <br /> public systems, including facilities specifications <br /> and utility easements? <br /> Response: Since Transition Areas would be considered for <br /> annexation by municipalities once development is <br /> proposed or has occurred, areas proposed for or <br /> with individual on-site or alternative wastewater <br /> treatment systems would represent a potential <br /> concern to the municipality, private association or <br /> water or sewer authority to whose system the <br /> development was to be connected. For this reason, <br /> Orange County will evaluate the following <br /> provisions for inclusion as part of its approval <br /> processes: <br /> a. That a proposed development within a Transition <br /> Area be required to extend the water and/or sewer <br /> services of the municipality, private association <br /> or water or sewer authority to whose system the <br /> development was to be connected; <br /> b. That minimum lot sizes in Transition Areas be <br /> significantly increased until such services <br /> were available; and <br /> c. Where alternative wastewater treatments systems <br /> are employed, that utility easements be dedicated <br />
