060 <br /> Synopsis of Comments <br /> Goal 3 - Urban Development <br /> Establish an urban development pattern compatible with the <br /> goal of directing urban growth to areas where it is desirable <br /> and can be practically and efficiently served by water and <br /> sewer facilities. <br /> C. Extension Policies (Draft Policy) <br /> (See Preceding Page) <br /> Economic Development Commission <br /> 1. Planning in conjunction with service providers. Who does <br /> the planning? How will potential conflicts with the LUP be resolved? <br /> 2. Efland Sewer. Is this policy intended to apply (in retro- <br /> spect) to the Efland sewer? If so. are the arrangements for tap-on <br /> fees. maintenance. etc.. which exist for the Efland sewer consistent <br /> with this proposed water/sewer policy as presently worded? Can this <br /> water/sewer policy provide the framework for making the Efland sewer <br /> cost effective? One (partial) solution is to make sewer connections <br /> mandatory before building permits are issued for any new developments <br /> in the area which is served by the Efland sewer. <br /> Orange Water & Sewer Authority <br /> C. Extension Policies <br /> 1. The establishment of service areas has major direct and indirect impacts <br /> on municipal planning and growth management efforts, the long-term <br /> financial strength of the various water and sewer service providers, and <br /> the pattern, quality and economic efficiency of water and wastewater <br /> services throughout the region. Decisions relative to 'the establishment <br /> of service -areas must be made in close cooperation with municipalities and <br /> utility service providers in the County. The establishment of water and <br /> sewer service districts should be based on a comprehensive evaluation of <br /> the technical and economic feasibility and environmental compatibility of <br /> providing public water and sewer services in the region.' <br /> The policy states that the governing board of the service provider must <br /> officially approve each proposed water and sewer extension by resolution <br /> or other agreement. The approval of plans and allocation of facility <br /> capacity for a proposed project is an administrative decision which does <br /> not require specific approval of the CWASA Board of Directors. The Board <br /> depends upon ONASA staff to review the technical aspects of project plans <br /> in accordance with OWPSA's policies and procedures. The Board becomes <br /> involved in such aecisions only if a major policy issue arises. <br /> • Under Paragraphs 2 and 3, the term "hardships solely the result of the <br /> inability to use the land" needs to be clarified. <br /> 3-C-2 <br />
