Extension Policies (Draft Policy)
(See Preceding Page)
Economic Development Commission
1. Planning in conjunction with service providers. Who does
the planning? How will potential conflicts with the LUP be resolved?
2. Efland Sewer. Is this policy intended to apply (in retro-
spect) to the Efland sewer? If so. are the arrangements for tap-on
fees. maintenance. etc.. which exist for the Efland sewer consistent
with this proposed water/sewer policy as presently worded? Can this
water/sewer policy provide the framework for making the Efland sewer
cost effective? One (partial) solution is to make sewer connections
mandatory before building permits are issued for any new developments
in the area which is served by the Efland sewer.
Orange Water & Sewer Authority
C. Extension Policies
1. The establishment of service areas has major direct and indirect impacts
on municipal planning and growth management efforts, the long-term
financial strength of the various water and sewer service providers, and
the pattern, quality and economic efficiency of water and wastewater
services throughout the region. Decisions relative to 'the establishment
of service -areas must be made in close cooperation with municipalities and
utility service providers in the County. The establishment of water and
sewer service districts should be based on a comprehensive evaluation of
the technical and economic feasibility and environmental compatibility of
providing public water and sewer services in the region.'
The policy states that the governing board of the service provider must
officially approve each proposed water and sewer extension by resolution
or other agreement. The approval of plans and allocation of facility
capacity for a proposed project is an administrative decision which does
not require specific approval of the CWASA Board of Directors. The Board
depends upon ONASA staff to review the technical aspects of project plans
in accordance with OWPSA's policies and procedures. The Board becomes
involved in such aecisions only if a major policy issue arises.
• Under Paragraphs 2 and 3, the term "hardships solely the result of the
inability to use the land" needs to be clarified.
3-C-2
