057 <br /> Synopsis of Comments <br /> Goal 3 - Urban Development <br /> Establish an urban development pattern compatible with the <br /> goal of directing urban growth to areas where it is desirable <br /> and can be practically and efficiently served by water and <br /> sewer facilities. <br /> O. Service Capability/Capacity Policies (Draft Policy) <br /> (See Preceding Page) <br /> Orange Water & Sewer Authority (Continued) <br /> such services are available; and (2) if alternative systems are approved, <br /> there should be requirements that public utility easements be dedicated <br /> for the orderly extension of future public utility services in the area, <br /> cluster water distribution and wastewater collection systems be designed <br /> to acceptable utility standards, such as CWASA's, and a binding commitment <br /> be provided requiring connection to public water and sewer utilities when <br /> they are available (at the applicable rates, fees and availability charges <br /> in effect at the time of connection) . <br /> The definition of "Assured of'Installation" appears to be applicable to a <br /> project review procedure rather than an.extension policy. <br /> 3. It should be clearly stated that plans for the water and/or sewer system <br /> must be officially approved by the utility providing service before <br /> construction of the utility lines or structures to be served by the <br /> improvements actually begins. The plan approval and line or system <br /> construction activities referred to in (a) and (b) are addressed in State <br /> laws and regulations. <br /> Town of Carrboro <br /> If the County decides not to reorganize the document, but to <br /> retain these policies under an Urban Development heading, we <br /> would offer the following specific comments: - <br /> General Policy number 2 refers to Ten- and Twenty- <br /> Year Transition Areas -- these have been called <br /> Transition Areas I and II in the revised Joint <br /> Planning. Agreement dated November 2, 1987, and this <br /> policy should be changed to be consistent with that <br /> nomenclature. <br /> The Service Capability/Capacity Policies seem to be <br /> telling local jurisdictions with land use <br /> permitting control in the Transition Areas how to <br /> handle those permitting decisions . Is that the <br /> County's intent? Carrboro understands the need for <br /> regional thinking on these issues, but reminds the <br /> County that the local governments do not directly <br /> control the extension of water and sewer service <br /> into these areas. <br />
