056 <br /> Synopsis of Comments <br /> Goal 3 - Urban Development <br /> Establish an urban development pattern compatible with the <br /> goal of directing urban growth to areas where it is desirable <br /> and can be practically and efficiently served by water and <br /> sewer facilities. <br /> B. Service Capability/Capacity Policies (Draft Policy) <br /> 3. In cases where the construction and completion of a <br /> development project would require water and/or sewer <br /> permits granted by a local , State or Federal agency, <br /> that agency shall officially approve by certificate or <br /> permit the development project. <br /> a. Plans for a proposed public or community sewage <br /> system shall be approved by the Health Department <br /> Director or the Division of Environmental <br /> Management of the N. C. Department of Natural <br /> Resources and Community Development, whichever is <br /> appropriate. <br /> Said system shall be completed according to the <br /> approved plans, provided that where said <br /> improvements are to be installed or constructed <br /> subsequent to the approval of a final subdivision <br /> plat, special use permit or planned development, <br /> plans and specifications for said improvements <br /> shall be approved by the appropriate agencies and <br /> references to said Improvements shall be made a <br /> part of the final plat or permit. <br /> b. Plans for proposed pubii,c or community water supply <br /> systems shall be approved by the Health Department <br /> Director or by the Division of Health Services of <br /> the N. C. Department of Human Resources, whichever <br /> is appropriate. The requirements for the approval <br /> of plans are the same as for proposed public or <br /> community sewage systems above. <br /> Orange Water & Sewer Authority <br /> B. Service Capability/Capacity Policies <br /> 1. Tne 10-year and 20-year Transi ioTh Areas are those areas expected to <br /> develop to suburban or urban type densities within the next twenty years. <br /> Presumably, these areas would be considered for annexation by <br /> municipalities once development is proposed or has occurred. Annexation <br /> of areas with on-site and cluster systems is a potential significant <br /> concern. OWASA recommends that development within the transition areas be <br /> required to extend public water and sewer utility services at the time of <br /> development. If this is infeasible, MASA recommends that: (1) the <br /> minimum lot size requirement in this area be significantly increased until <br /> 3-B-2 <br />
