, <br /> 053 <br /> Synopsis of Comments <br /> Goal 3 - Urban Development <br /> Establish an urban development pattern compatible with the <br /> goal of directing urban growth to areas where it is desirable <br /> and can be practically and efficiently served by water and <br /> sewer facilities. <br /> A. General Policies (Draft Policy) <br /> genera Policies <br /> 1 . A cooperative joint planning process should be developed <br /> and implemented among the County, its municipalities, <br /> surrounding jurisdictions and utility providers <br /> responsible for water and sewer lines to guide the <br /> extension of lines in accordance with the land use plans <br /> and policies of the affected jurisdictions. <br /> 2. Land in areas changing from rural to urban in character <br /> and which could reasonably be developed to accommodate <br /> urban-type densities should be designated as Transition <br /> Areas In the Land Use Plan. Such lands are currently but <br /> not completely served by urban systems such as water and <br /> sewer lines. Transition Areas should be further <br /> classified into Ten and Twenty-Year areas to reflect the <br /> most appropriate sequence of development as the areas <br /> change from rural to urban /and services are extended. <br /> 3. Intensive land uses should be directed to Transition <br /> Areas and away from areas which are suitable for <br /> continued agricultural uses and which are protected as <br /> Water Supply Watersheds and Water Quality Critical <br /> Areas. <br /> 4. Rural , low-density land surrounding Urban Areas, but <br /> beyond the Transition Areas, should be designated as <br /> Rural Buffer in the Land Use Plan. These areas will <br /> remain rural In character, will not require urban <br /> services and will maintain farming or rural non-farm <br /> residential development as the most appropriate land <br /> use. <br /> 5. Land in areas suitable for low-density residential <br /> development but not suited for agricultural uses, that <br /> is is not dependent on urban services and to which urban <br /> services will not be extended within the next twenty <br /> years should be designated as Rural Residential in the <br /> Land Use Plan. <br /> 6. Land in areas where the prevailing land use activities <br /> consist of agricultural and forestry and which should <br /> continue in these uses should be designated as <br /> Agricultural-Residential in the Land Use Plan. <br /> 3-A-1 <br />
