054
Synopsis of Comments
Goal 3 - Urban Development
Establish an urban development pattern compatible with the
goal of directing urban growth to areas where it is desirable
and can be practically and efficiently served by water and
sewer facilities.
A. General Policies (Draft Policy)
(See Preceding Page)
Orange Water & Sewer Authority
A. General Policies
1. 01ASA agrees tnat a cooperative planning process should be developed to
guide water and sewer system planning and management in a manner
compatible with local land use planning and growth management efforts. In
this regard, it is OASA's position that many of the issues and concerns
addressed in the County's draft water/sewer policy can be adequately
addressed by amending existing water and sewer policies of the utility
service providers within the County. O4 SA presently coordinates its
system planning activities with local land use plans and growth management
efforts.
a Paragraphs 2, 3, 4, 5 and 6 are land use plan policy statements/standards
and not extension policy statements.
Town of Carrboro
These are land use planning issues, riot water and sewer
policies . The points that are made here regarding the
appropriateness of public water and sewer service extensions to
the Urban -Services Areas are best made under the headings of
water supply and sewage disposal. Including them here adds an
unnecessary layer of confusion of what is nominally a water and
sewer policy.
3-A-2
