Clustered Private Wastewater Systems vs. Individual septic <br /> $vstems <br /> If a "clustered" private wastewater system serving several <br /> residences or businesses fails, there are greater disadvan- <br /> tages than if an individual septic system serving one unit <br /> fails. <br /> we are concerned that clustered systems involve greater com- <br /> plexities for private owners than individual septic systems. <br /> Also, when operation of a clustered system is by a private <br /> contractor, cost considerations could take precedence over <br /> long-term public health needs. <br /> For these reasons, we suggest the County's policy prohibit <br /> or severely restrict clustered systems unless there are new <br /> institutional arrangements to provide stronger protection. A <br /> public agency's operation of clustered systems may be an <br /> appropriate potential solution. <br /> 7. Maintenance of private wastewater systems by public or <br /> non-profit entities. <br /> As noted above, we think operation and/or maintenance by <br /> public or non-profit an entity for which public health is <br /> the primary goal can be advantageous. We urge the County to <br /> consider the need for new institutional arrangements. <br /> 2-B-5 <br />
